VPN proxy solution for selling VPN proxy account

To be simple to understand, we want to provide service like http://strongvpn.com/ . With few Modifications. If you need more information about what we want to do, just search "vpn for sale" at google.

The system should be based on Freeradius, and to make life easy, there is an open source software which is already written, need few modifications: daloradius.
The VPN service should be provided based on PPTP, L2TP/IPsec, OpenVPN. SSTP.
The additional functionality we need other than what daloradius already provide is:
1. we need a desktop client that can dial for customer automatically(to have example, like this one here,http://unblockvpn.com/support/unblock-vpn-installer-for-windows-guide.html).
2. We need to able to distinguish two pools of IPs, static one and shared ones, the static IP we can assign to single customer's account(and only one customer can use it), and the shared ones can be used by all the customer.
3. We should be able to group IPs by it's country.
4. Customer should be able to set in levels, for example level 1 customer can access 3 countries' shared IPs, and level 2 customer should be able to access 5 countries' shared IPs.
5. We should be able to customize our price package based on point 3, and point 4.
6. The system should support payment gate way: moneybooker, paypal, alipay(www.alipay.com, for english, http://global.alipay.com)
If you have a similar website before and willing to modify it at reasonable costs and timely manner, will be very much preferred.

Extension needed for Tienda E-commerce solution for joomla
getting it to work for each users account.
It seems you can only use the attributes for everyone and anyone looking at the site and i need to set the prices by weight for retail users as well as wholesale users.
If you are experienced in Tienda or think you can write an extension or provide an alternative solution please get in touch.
