Installing VPN Server on Linux VPS

i need someone to install vpn server on a vps server. installation should be in a way if someone connects to it, should be able to use the internnet with the server IP.the purpose to bypass the difficulties we have with our ISP.

I want some one to install VNC server on my linux vps which has Ubuntu 11.04 installed on it
if required I will change the OS for you but I need this to be done as sooon as possible..

I want to customise and Install Open GTS vehicle tracking software on Linux VPS

managing accounts (clients),and assigning or changing dedicated static IPs to each account as required.
5)Unless a static IP is assigned, all other clients will share one IP.
6)The solution should be easily replicated on additional VPS by the admin as required, without need for additional help.
7)The solution must be able to handle min of 30 clients simultaneously.

Please be advised that we need the servers to be made from scratch. We will ask you to provide us with specification so we can rent the servers for you. We do not have a data center and all installation and configuration should be conducted remotely on the servers we rent.

all is php based. It means we can make vpn account, set time and bandwidth for each vpn account through our web base control panel.
So for linux system we need complete solution same windows too.
We need this person train his/her solution to us that after that we able configure other our servers too and manage our vpn accounts too.
