extended functionality needed for shopping cart site

I need functionality added to an existing shopping cart site.
The functionality needed is basically that all prices and the 'buy option' are hidden.
The user needs to buy 'credits' to view the price / buy option.
The price then drops buy a certain amount (which will need to be controlled by admin).
The unique price is only available for a certain amount of time (also controlled by admin).
Current Shopping Cart system is OpenCart, but this can be changed as I am still in early stages of development.
Full specs can be drawn up if the price is right, and this seems a little complicated.
