I need to convert a PDF file back to the original Word doc format. I have tried online utilities and they are not doing exactly what I want. For example, the headers and footers are not text boxes. I need the exact original Word formatting and not even sure if it is possible. I have attached a sample file that anyone can use to show me they can do this project.

I need the attached file converted to a Word doc so I can edit it and take out some things, then I need it coverted back to a PDF after the changes are complete.

It appears the owner of the document has a password on it so I couldn't convert it using convertor software, so hopefully there is a way around this.
