We need graphics design for our new elearning web application including logo. Our prefered technologies are HTML, CSS3 and jQuery. So we need to code the template (not only psd file). We have a few wireframes so you will see what should be on every page. So we require design transfered into HTML and CSS3 with some sample pages according to wireframes. I am seeking a web designer and CSS expert to redesign a new look and feel for my web application.
The job is redesign using css (no tables) the look and feel of my web application.

I am building a web site application and have a developer who doesn't do design work. I need a web designer to create the initial design and logo for my site and work with my developer to make sure things look and work good. An NDA will be required to fully share the details. The design must be SEO. Not looking for anything too flashy. Just want a good, solid design for the application I am building.

JavaScript experience is not necessary. The main requirement is to be experienced in using CSS and ideally to know how to create browser neutral stylesheets.
