Wordpress site needs "related tag'" plugin

My wordpress site needs a "related tags" plugin. What I need is a php function that I can display a list of tags that are related to the current tag on a tag archive page. The plugin should include an editor so that I can group tags together.
I've attached an example.

1. css - need to move the post ratings element outside of the post container.

- Create a dropdown menu for "Location", as well as a gateway page for "Location" that can be posted to.
I would prefer to start this within the next couple days. The first person to show a demo of these features (on previous or current work) and have over 50 feedback with at last a 9/10 gets the job.
