create FTP&SQL and synchronize it with other Server

I have a VPS (linux) Server with godaddy my domain is also there! This Server is not really fast! That´s the reason why I have rent a dedicated Server (Windows 2008 R2+Plesk) from germany hosting company!
On my Server on Godaddy actually I host my website on it with the database and I have already configured E-Mails with this Server!
Basically I want that the hosting is in USA (or people should BELIEVE it´s hosted in USA), because I have an USA company and for this I need a US Server (by law)
But I want to host the website on the faster server (dedicated Server from Germany)
So I have thought that I can use one of this server for backup, that means if the server from godaddy goes down or I get a DDOS attack on this IP then the other Server automatically is active (people should realize nothing if that happens)
That means FTP&and instant Database synchronisation are necessary
you must create FTP and Database in Windows Server 2008 because I have absolute no plan and also the E-Mail which already work on the godaddy Server should work on the new server
Now I need someone:
1. Who can check which Server I should use for the hosting (which one is better and faster)
2. Who can advise me what I schould do and what is the best and also what are the best backup methods
3. Who can do this job then

Implement openERP
Argentina. In Europe and Canada we print our own invoices (factúras) and delivery notes (remitos/comprobantes) but due to AFIP regulations in Argentina we will have to generate electronic invoices according to AFIP standards. Therefore, we need somebody to set up the Argentine version of openERP (for example) with AFIP connector and synchronize it with our online shop. We are a start-up comapny and just want to get this running.
