Creating a backend Mysql for an xml file

I have a shoppingcart.xml file with me. It contains the following information
1. Sale price of products
2. Weight of the products
3. Category of the products
4. Postage Charges for the products to different countries which would also differ with weights.
There are totally 223 locations or countries for which I have to manually enter the postages rates.
For eg: for location1(USA)
<range from="0" to="500" carriername="DHL" >23.00</range>
<range from="501" to="1000" carriername="DHL" >29.00</range>
<range from="1001" to="1500" carriername="DHL" >35.00</range>
<range from="1501" to="2000" carriername="DHL" >41.00</range>
And this will continue till 1,00,000. All these number are in gms. Depending on the products and place selected by customers, the postage is calculated.
Problem:
The Problem is that I have to enter all these manually and I have done it. When there is a change in the rates by the carrier agency, the problem arises. I will have to manually modify all the rates for all the 223 countries in the xml file. What I want is to have a backend mysql database for these ranges(weights) and rates, so that whenever there is an increase of 2% or 5% or 10%, I can just change the percent(can be + or -) in the mysql database and these postal charges should get automatically recalculated and appear in the xml file. Sometimes there can be change in rates for only few locations too.I have attached the xml file. Please have a look at it . I want this to be done in 2-3 days time.

re should be some form of depth management as in the XML file, each item (Text and Image) have their depth defined.
I need the script completed in 1 week after bidding closed. In the future I expect to require more work in regards of adding further functionality to the script, so please keep this in mind.

Update An Xml File- Php Mysql

I need to update an xml file (from a flash component) throught a CMS, I alreay has all the CMS developed, but I need to automaticaly update the data from the flash component extracting the data from the xml file... obiously the xml file must be updated throught the CMS..
The project is a little bit urgent, I like your proposal asap, and if someone can speak in spanish will be better.
If not, is not really important.

the php file must read the xml file once and only once, it must NOT read the xml file everytime we do a sort etc, so it needs to keep the xml file in memory and then perform operations without reading it every time we filter/sort/etc...

I program in ASP so this does not look hard, but I do not know php. I need this asap but it looks pretty simple so bid accordingly.
