Music Magazine Website Featured Projects, identified by a label, attract more

I need a coder for a site I did in Photoshop with layers. It's a music magazine website. But it also has a news and user feature.
It's got about 10-15 linked pages ( full ) with lots of content I need to manage. I would like to be able to change almost every aspect of the site, the images, the text and be able to create personal profiles in a CMS. Also-
we need will need some of these user features
1. a login for users and admins
2. ability to upload a photo for sections- and user profiles
3. ability to comment on news posts
4. ability to post news ( admins only)
5. Ability to assign admins vs regular users
other basic website features.
needless to say we will need some sort of database to store user info, posts, comments and so on. I currently host with go daddy
I've attached the first few pages of the site- so you can see what we are looking for.
I'd like to see some of your cms work so please provide examples.
