PHP Web Service file needed for Android App

I have a database on a web server. I am working on an Android application that needs to access data from the database.
I need someone who can create the php file needed to access the database.
The php file needs to have methods for:
1) Retrieve information from the database (table 1)
2) Retrieve information from the database (table 2)
3) Write information to table 2 from the application.
I have already paid someone for this project. So, the file is done. However it doesn't work correctly. So, your job may be as simple as properly configuring the file that already exists.

PHP Web service
PHP code must connect using php-curl, so an xml-data string will be posted. The problem is, as stated, to generate to SOAP-headers (WSSE/WSU) reqiured so that the request is accepted.

C++ calling php web service to upload a file

The goal is to upload file through VC++ legacy application on a PHP server.
The file is not expected to be more than 1 MB, though can't be guaranteed so sending through stream is preferred than sending the text itself.
I just need a proof of concept not the optimized code so I'll definitely not pay more than $ 30.
