Javascript - Ajax - Php & Mysql Expert

Hello,
we need an application build based on javascript-ajax and php-mysql.
We already have templates ready and have designed how the application should work.
We are asking for expert knowing this fileds: javascript ajax and php-mysql
Anyone that truely knows and has this programming skills will be able to finish the project under
2 days if not the same day.
The basic concept is that a javascript code that will be placed on anysite will communicate with the script on our server
and which than the script will read the data that js code sended, where it will save or pull the data from the database and send it back to js code on the site.
Then when js code receives back the data from our server script it will output the according html with the data.
(The js code and php script must be coded)
As said if you know to code professionaly you will know how to.
As some may realize this is a tracking app with a small twist.
Some Requirements:
-the code must be coded with security i mind!
-NDA(non-disclosure agreement) must be signed, along with PDA(Patent Development Agreement).
Bid respectively, this is an easy job.
P.S If we are happy with the outcome, we may give the selected user the job to code the rest of site( backend user system where the template is already made in html-css)

The form consists of 7-8 fields with 1 or 2 checkboxes.
The admin will get an email when a new user sign in.
In the admin panel the admin can write an email to all users or pick one or more users and write them an email from the admin panel.
And he can delete or edit users.
It should be based on PHP & MySQL.

I can show you how it works & it works fine with a few users. Again, when 40+ people hop on, everything crashes, the pages don't load & the server reboots.
I am thinking it might be the MySQL simultaneous connections or maybe the AJAX stuff. Maybe I can replace the timers I am using now with Java ones? Or perhaps the app has a loop I am not catching?
Either way, we need to stress test it & figure out what is wrong asap.
