Simple drupal 'Submission/Retrieval' site

You will create a simple Sumbission/Retrieval site with the following features:
Anonymous visitors will be able to:
- Search for certain information
- Enter information and upload files
- Select certain subscribers whom they would like to route entered information to (select from drop down boxes)
Subcribed/Registered users will be able to:
- Pay for subscription (ecommerce)
- Retrieve information restricted, search and sort information that has been enter by anonymous visitors
- Communicate with other subscribers (via contact page)

however there will be some information pages, also.
Developer must be available to provide up to 30 day gurantee on work.
