Bulk Email Specialist Needed

I have about 22,000 emails I need to send emails to on a regular basis. We need experienced email marketing firm or individual to manage bulk-email service.
Requirements
We will provide email subject content both text and html.
We supply 22,000 +/- email addresses
We need to have a live report for each time of sending.
Suggested that you have several IPs and domains to avoid blacklist
80% minimum of open mails and about 90% in inbox
20+ emails will be SEEDED... meaning, they are test emails / email accounts that we monitored. If no email arrives, then you didn't mail anything OR you didn't do it correctly.
- An opt out link / reply is inserted at the end of the message and all opt out emails must be removed from the list after the mailing.
IF YOU ARE NOT EXTREMELY EXPERIENCED, DON'T REPLY TO THIS PROJECT
-Your server/IP must not be blacklisted (the emails must arrive in inbox and not be marked as spam).
-You will need to be able to log the emails that delivered, failed to deliver due to technical reasons, or failed to deliver due to invalid address and you will have to provide us with this log.
-Your delivery rate must be at least 90%. This does NOT include the emails that failed to deliver due to invalid receiver address. If there are any emails that fail to deliver due to technical issues on your side you will have to re-send until enough of them get through to meet your 90% delivery rate. No excuses. All emails are already filtered for spam and validity so the bounce rate should be fairly low.
ATTENTION: We will be inserting an undisclosed amount of unique email addresses within each list we give you, at random locations. Those addresses will be from different domains and they will be used by us to monitor your sending activity. We will NOT release the escrow if ANY of those email addresses do not receive the email (in the inbox) we have you sending. Since those addresses will be equally distributed across the entire list, if we do not receive the expected email on all of them, or the email gets marked as spam, it means you have not done your job properly and you failed to meet the requirements listed above.
Our last attempt with a lousy provider FAILED. Do NOT bid unless you are 100% confident in your abilities.
This is a 1-time mailing, bill for one mailing. If it works, we will use you weekly to provide this service.
