XML over HTTP POST in PERL to the script

We need sample code in PERL to resolve our case:
Our partner send to our PERL (cgi) script on www server - xml document in a parameter of POST over http like a http request
This XML document need to be parsed to make in the next step - mysql query and result of this query we need send back like a XML document to server1 to our partner script.
They gave us a url link to asp script on server1 to send our xml document.
Open to suggestions, but I need this to be completed asap.

c:/..../php.exe d:/xmldata/file1.php
c:/..../php.exe d:/xmldata/file2.php
...
etc, etc until all files have been uploaded.
We may also have future work involving this sort of thing, this is just the beginning of this kind of data interchange for us.

What I'm really looking for is a command line string I can use with Curl (or any other program that may be appropriate) to post the XML data file.
I can give you our test username/password combination and a sample of the XML file we're trying to upload to use in testing.
Once I have this, my intention would then be to run this in a batch file using a scheduler to upload the XML data at periodic intervals as we need it done.

I need a program written that utilizes the ebay api Large Merchant Service. It supports:

It needs to take my database and list my items asynchronously. The program has to create my titles a certain why, pull my pictures, and let me know what items are in stock and not listed because they are not priced yet.

Code For An Asynchronous Xml Http Post In Vb.net
as the xml string to send and strxmlout as the xml string out. When you press the button it posts the string to the website and add it to the pool to wait for the response. I will handle the rest.
The code must be supplied in vb.net 3.5 with error handling.

Add new features to the script
ability to delete their images, one by one or by selecting few images at once. There should be 10 images per page on "My Uploads" page.

I need to modify the script to recieve the message over SOAP in MM7 format and print the reciept in MM7 format

Need to write a script to pull data from my mySql DB and post to a URL. The post should be driven by a web form. The web form will have two spaces, one for the posting URL and one for the SQL statement to define the data set. The results of the SQL query will be posted one record at a time to the posting URL. Web for should also have a spot to define Database IP address and username / password.

PERL or PHP script to send SMS
would like you to add a subroutine to this script, so that after it's done with it's existing work, it sends me an SMS message to my cell phone here in Thailand.
It should be simple, and you should already know which SMS services work well with such a PERL script. Some SMS gateways do not work. I don't mind subscribing to one that does in fact work with PERL.
