Buy/Sell Exchange Script
Required skills: PHP, Software Architecture
I'll try to keep this simple, its much harder to explain than it really is.
Lots of scripts already exist that are extremely similar to what I need, very unfortunate for me that I have to find someone who can build me a custom script.
Here is an example of a script that is pretty close to what I need:

The key difference is that I'm just acting as a 3rd party, where people can sell and buy currency and I charge a fee for that, instead of me providing both like how that script above works.
It also needs to work sort of like a stock system for a virtual currency, like FG, only it will be my own.
So say a user wants to get a hold of this currency, we will call it GoldChips as an example. They come to my website and sign up for an account, with this account they can then purchase GoldChips by filling out a form, but they must first place USD funds on the account with payment methods such as PayPal, paying me, the 3rd party. Once they do that they fill out a form that would look like this.
Money: (this will display the amount of money that is on the account)
GoldChips Amount: (the user will type in how many goldchips they want, they must be able to use fractions like 0.00000000)
Amount to pay per goldchip: (this is where the user puts in the amount of USD they are willing to pay PER GOLD CHIP, by default the current going rate will be shown here.)
How do you get the current going rate? Well, when someone wants to sell goldchips, they fill out a form simular to the one above, only with the amount of goldchips they want to sell, and how much they would like to charge per gold chip. The form that lets people buy goldchips will automatically show the lowest price people are asking like mentioned above.
Whenever people buy/sell, a fee will be deducted, which of course in the admin control I need an option to change that.
There will be a page that needs to show the a chart updating the current lowest trade offer, like when people buy and sell stocks.

it needs to disallow counting multiple inclick from the same ip address for x amount of time

Modify e-currency exchange script
that customers can buy, sell, and exchange via the methods listed above. You would need to have extensive experience in payment methods and payment APIs, etc. I would need the script as soon as possible.

The script also should be able to give each customer and transaction a transaction number. in the order of orders. Also, I would prefer that it ran on a linux server rather than windows.
