Emailing seminar advertisement to 12,000 email addresses

I need approximately 8000 email addresses typed manually into a spreadsheet, then an email advertising a seminar sent to those email addresses plus 4000 more email addresses I have already inputed. I will mail you the book which contains the email addresses. The tricky part for you is figuring out how to email those addresses without violating any laws/getting shut down for spam/sending out too many emails in one day. I was able to email the 4000 email addresses successfully without getting into trouble; the problem is it was very time-consuming and I could only find a provider that would let me send out a few hundred emails per day. Some of the bigger emailing companies will let you email all 12,000 email addresses in one email - but they charge an arm and a leg. The email advertisement is already finished and contains Can-Spam compliance language in it (an address, how to opt-out by replying to the email). The other tricky part is this is time-sensitive. It needs to be completed by by June 15, in a little over a week.
