Design Satellite Tuner Voltage Booster & PCB Layout

Your mission is to design a circuit and PCB layout which will boost the horizontal/vertical LNB switching DC voltages from a non-standard Japanese satellite tuner (9.5~12.0VDC for Vertical & 13.5~16.5VDC for Horizontal) to the standard 13VDC Vertical & 18VDC Horizontal. In other words, the voltage which is input is boosted by approximately 2.5~3VDC.
The tuners have a max output capability of 300mA and power for the circuit should be drawn from the tuner. The design should be capable of handling satellite frequencies of 950 ~ 2150 MHz. The insertion loss (dB) should be minimal. Impedance is 75 Ohm. The unit should be small footprint and will be placed in circuit between the tuner antenna input socket and the antenna itself. It should introduce minimal noise into the system and the connectors will be female F-connector sockets.

Simple Circuit and PCB Layout
I ALREADY HAVE THE PROGRAMMING OF THE MICROCONTROLLER DONE, so this is not included in the project.
I just need the schematic and the PCB layout for this project.
I have many of the components needed so I would like to use them in this project if possible.
The files attached will give you an idea of how I failed and the components I used. Please tell me if this is even conveniently possible.

Hardware Design/PCB Layout & Validation
en prepare PCB design in 2 to 4 layers. The designer should be capable of validating the design based on the established norms or recommendation of the component manufacturers. The first job involves designing of PCB having SIMCOM Gsm Module Model 900A and GPS module based on the available schematic. We will prefer a designer who has understanding of the functioning of the gsm/gps modules and relevant care to be taken in such design.

Track Width: 150um, you should use a larger width for power tracks (300um for example)

o Solder stop: every pad should be surrounded by solder stop, separating all pads from each other (and VIAs). The openings must be at least 50µm away from the pad (e.g. if you have a 500 x 500µm pad, the opening should be 600 x 600 µm)

A Small 4 Layers and one 2 layers PCB Layout modify

The 110mm X 111mm 4 Layers is about 30 change items.
Including modify drill hole size, change component size (C0603=>C0402), change component side, re-layout the DIP jumper etc. One new TQPF128 need to create, One IDE20 need convert to SMD type.
We will provide you the netlist file.
You need use allegro (above 16.0) as layout tool.
The 110mm X 111mm 4 Layers is about 30 change items.
Including modify drill hole size, change component size (C0603=>C0402), change component side, re-layout the DIP jumper etc. One new TQPF128 need to create, One IDE20 need convert to SMD type.
