Web Designer Needed For CMS community website

I'm looking for someone to create a community based work website with CMS access. The site should have a fluid background and include a job board, forum, blog page and individual profile pages, see www.viewhd.tv for an example (this is an old site we were working on).
People should be able to sign up for access to their personal profile, after which they'll have access to current job vacancies, be able to post on the job board, write and update their blog (the latest of which will be visible to all users on the main blog page), contribute to the forum and generally be able to do everything else that comes with community software (send private messages, start events, groups and so on).
The name of the website is The Worldwide Work Community (the url is www.worldwide-work.com) and the idea behind it is to be a place to find unskilled work around the world, basically jobs that anyone with arms, legs and a head can walk into, jobs that generally have a high turnover (laboring, fruit picking, stage crewing and so on) not the most glamorous jobs in the world but a way for people traveling from country to country to find work to continue moving about, even for expats starting up in a new place but struggling to find work because of the foreign language. The site will be directed towards English speakers only (basic English or otherwise), this is the target audience.
The most important part of the website though would be the rating system. It would be similar to that of Amazon, Paypal or backpackers and would rate not only the employees but the employees. As an example once a user has worked at a place they will be able to rate it out of ten and write why they liked it or didn't like it (maybe the employer didn't pay after the work was done) the same goes for the employer rating the employee (if the employee didn't show up or did a bad job), this way the bad employers and employees will be weeded out. Also there will need to be a link that can be clicked if contact details have become outdated or broken.
Finally for the job board i'd want the jobs separated by continent, then country. That's what is needed for the main site, it all needs to be visually appealing and user friendly with enough information on the front page to get people to sign up, emphasis needs to be put onto the unskilled worldwide work for English speakers part. If we're happy with the design and service then there will be more work in the future. Please include the words LONDON CALLING in your offer to show that you've read all the information.
