Convert HTML site to Wordpress

I would like to have the following HTML website (http://tinyurl.com/f20110415) converted to a Wordpress website. This will be a two page theme (Home Page and Inside Page).
Home Page Notes:
- There should be 5 page widgets (three at the top and two at the bottom) The user should be able to provide the title and add the content (text or html) for each of these widgets. The current website uses two different shades of gray for the widget title. This isn't necessary on the new site. Widget titles can use the darker of the two grays for the whole title. The titles should not be hard coded into the theme, the user should be able to specify the title in the widget configuration.
- The menu system in the left sidebar should be a widget as well with special widget formatting for <ul> and <li> so that any links added to the widget will have the same formatting as on the current site including the bullet. The items in this widget area will be added via HTML code in the widget box and will not be created based on Pages.
- The menu at the top should include the same menu effects and though the current site shows the Contact menu item on the second line, we will avoid that on the new site by removing one of the items so don't worry about coding a second line for top level menu items. When you hoover over the menu items, the grey transparent box appears to slide to the left and right. This effect is not necessary in the new design. The hoover effect should be the same as on the current site but the hoover effect doesn't have to appear to slide to the left and right.
- The Facebook and Twitter widget area should have the same CSS formatting as on the current site including the tweet format and the widget title format that includes the blue gradient tab. Just use one font color (white) for the blue tabs. The twitter updates should allow us to enter in a Twitter RSS feed or a Twitter handle to display recent tweets. For facebook we will just copy in the facebook badge code.
Inside Page Notes:
- On some of the inside pages you will see more than one blue tab for page headers and page sub headers. You only need to code the blue tab for the top of the page (page title header). Just use one font color (white) for the blue tabs.
General Notes:
- The left sidebar will be the same on all pages.
- The font family and size should match the current site.
- The banner that is currently flashing should use the wp-cycle plugin which will allow the banner images to be uploaded and include clickable links. Here is a website that shows this plugin in action (http://ThinkWorkLive.com). The final theme must be jquery 1 + css3 and wordpress 3.x compatible.
- We will install the theme ourselves and add all the content ourselves.
I need a professional coder who has done this several times before. To be considered for this project, please samples of projects where you have converted an HTML site to Wordpress. If you have reviews to support this work please post a link to the review as well.

Convert HTML site to Wordpress
ust be converted to Wordpress. I dont want to have html pages in Wordpress. Most of the html pages have a couple of pictures on them. I dont have any navigation on the site right now so Its hard to see all the files without ripping it.

Basically I need the Wordpress install in the top level of the domain, with the blog being a page under it.
Looking for someone professional as I need to maintain all current links and search engine rankings.
