It should be as similar as possible to the original. All the content from the original site will be there in the end and easy to navigate and if you change the navigation it should all make sense.

You will also use all the existing graphics on the site and put them into the new site.

hard coded into the theme template and does not need to show new pages. The web pages need to appear exactly as they do now. The blog page should use the existing design and be styled for widgets to fit in the right sidebar space.

If HTML is changed significantly, it must pass browser testing in IE7/8/9, Firefox, Chrome, and Safari.

I would prefer that you create native Wordpress pages for all existing pages rather than just copying the existing PHP code into the Wordpress pages. I need to make it easy for the client to make future changes to content.
