Drupal expert needed to guide my coder on a few things

I need a drupal expert to help my coder on a few problems we've been stuck with.
More specifically i need someone to help with:
-a way to programaticaly add tags to nodes from a preset vocabulary and a cck field
-a way to have links to the views exposed filters block
probably there will be more to be done in the future and we'll need help again but right now we have those 2 problems we've been stuck with. Its a small project and someone that knows what he's doing good help do it pretty fast.
