Script required to poll for expiring .uk domain names.

I need a .uk domain drop catcher script, you must have experience with this kind of script and well know how it works. If you have developed this before, that’s better. DON'T bid if you even don’t know exactly what’s it!
Script required to poll for expiring .uk domain names. Ability to input domains to scan for in 24 hour period (scheduled). Once a flag changes to show a domain is available you will then need to send an xml EPP message to register the domain with nominet speed of sending the request is the key.
You are allowed upto 4 threads from a single specified IP address to poll for domains and upto 4 ip for sending the email/epp. You are however restricted to querying the server 432000 times in a rolling 24 hours period. Hence you will want to be able to prioritise domains as to how often you will want to query. You are looking at around 10-20ms max but this would obviously mean you would use up your days allowance in no time.
If you go over the poll limit you will receive a block which will tell you how long you are blocked for. The script will need to wait for that period before polling again. There are a few other requirements too.
It should be multithreaded and very thoroughly designed for the optimal performance.

PHP script required to update database
data file stklevel.dat has two columns, column A contains the pID (inique) and column B contains the latest stock levels. Column A will have pID's that may not exist in the products table, these are to be ignored and must not be added to the pID field.
The data file will reside on the server - the exact location is not yet known
