Please upgrade my wordpress site adding all the lasted bells and whistle and make it student friendly.

We have an existing WordPress website that need a page added plus a couple of design tweaks. These tweaks are not major.

In the backend in IE the textboxes have css issues, in IE the textboxes are far too small.

needs to collect information from users in a form (data to be collected will be specified later) then email it to an email address.
Application process needs to allow users to upload a resume (DOC, PDF, JPG or similar).
Site needs to archive all applications and resumes and the admin needs to be able to come back and view and delete old applications.

I have a wordpress site and need to get a mailchimp sign up form installed on it. I had it installed and deleted it because it didn't seem to be working, now I can't get it back up. When I try to install the files, it says they are already there but I can't see them or get them available again.
