Following is a brief description about the project features that will be covered:
1. GPS coordinates will be sent to website and will be displayed on the map
2. GPS tracking in real-time will be displayed on map where in it will move as the user's phone moves.
3. Simple Login page with unique IMEI number binding to be done to create login authentication.
4. Registration page for the website to be made
5. Web services/xml to be created in order to display data from phones to the website.

GPS coordinate uploader
ould send latitude, longitude, speed, angle information to server via URL post or UDP connection. You choice.
Software could have a settings page ; for update URL, username, password, sending period (30second-1hour) (user name will be device imei number)
and a small language file.
If you can handle to send data to server, we handle rest. we can create gateway or listener for incoming data from android.

In sleep mode it should consume least battery in such way that it will run continuously on 1100mAh battery
for atleast one year.

What you have to do is to create a android tracker app that optimizes the server load.
If you need to change transport protocol - installation of jwebsocket / or socket.io is posiible on server side.

I want it to be able to read maps that I load (static map) You give me the kind of Map it can read. I will design my Map to suite the app.
Also I want it to be able to download GoogleMap Data for say a city/state or country and store locally on memory card.
The tablet will not always have internet access so it must be able to store data.
