Create Odds Comparison Website - Online Sports Betting

We'd like to create an odds comparison website, in a similar fashion to
http://orangeodds.com/odds-comparison/rugby-league/nrl-2011/
We are focussing only on 1 sports competition, the national rugby league in Australia (a professional rugby league competition in Australia). The national rugby league competition in Australia consists of 16 teams, with 8 matches played each weekend spread over Friday, Saturday, Sunday & Monday.
There will be 6-7 bookmakers initially from whom I have an XML feed already of the live odds and betting events for the NRL - there should be scope to easily expand this number in the future if required.
Each match will have its own page with an odds comparison table for each of the betting events related to this match,
There will also be pages for other betting options, not related to specific matches, i.e eventual premiership winners, season top 4 finish, season top 8 finish etc. Each of these betting events will need to have their own page, with a odds comparison table specific to that event.
All ODDs pages will need to be updated as odds/events change via the XML
All pages will contain some static content elements. There will also be other pages on the site which do not have an odds comparison table e,g NRL News, Bookmaker Reviews and a few others. We have a full technical/functional requirements document that we will provide to the selected vendor which includes some basic wire-frames for all pages.
We will also require full website design (including logo). We have a colour scheme we'd like you to keep in mind and also basic wire-frames for all pages we require.
The majority of the site should be managed through a CMS
The deployed CMS should enable us to update content blocks easily as well as create new pages, and “stories” for news sections as well as other sections can be created and published with ease.
It is important that the CMS is SEO friendly and allows us to have complete control of the Title tag, the meta description, the page URL (this cannot be dynamic in appearance, even for dynamic URL), H1 and subheading tags on a per page basis for pages with a content managed. Even for Dynamic pages we must be able to control the title tags through customisable rules/or manual overrides via the CMS.
We will be providing a full functional specification document, which contains basic wireframes of all pages and more detail on all particulars covered in this brief.

Extremely good work will be awarded with possibly more projects and extensions of this site as this is only phase 1 of the project, with more work planned over the next few months. We also plan to launch other sites focussing on other sports.
