Start-up needs brand new database-driven website

We are a start-up firm looking for bids to create a brand new database-driven website.
The website needs the following components:
-my account section, different for customer and vendors accounts
-ability to process payments between customers and vendors
-ability to post various aspects of customer or vendor account including history, documents, payments, communications
-outside of account section, ability to submit forms which access a database
-database which holds contact information of both customers and vendors, and is used to communicate with either using interaction on the website
-reviews of vendors submitted by registered customers
-ability to share different parts of the website on social media sites
-For reference, the website should be developed to have the same functions as freelancer.com (login, forms such as this, worker and "need worker" sections etc), however does not have anything to do with the industry or services this website has.
