How to insert database entries into html files on Mac

I have two files: (1) a template for an html file; and (2) a database that contains one variable, text.
Let's say the database has ten entries: text1, text2, text3 ... text10.
I want to insert text1 into the html template file and save the file as file1.html
Text 2 would be inserted into the html template file, then saved as file2.html.
When finished, I would have 10 files: file1.html, file2.html, file3.html ... file10.html.
file1.html would have text1, file2.html would have text2 and so forth.
I don't want to do this by hand because I have several thousand files.
Using Mac OS X 10.6.6 - need either a program or instructions how to automate this. For example, if this can be done in Automator, instructions how to set it up would be sufficient.

Cron job static Header and Footer HTML files
omla plugin knows that this is the beginning and end of the footer file.

Keywords tag should be the words of the article title.
Title tag should be the article title.
Description tag should be one sentence out of the article, but should include the main keyword.
