Need a simple twitter application

Hi,
Lets not waste each others time and get straight to the point.
I need a twitter application to be built that when a twitter user allows it updates the users status and automatically follows me.
This is a simple script. Basically it will work like this. Twitter user will be send to a page where he will be asked to connect to twitter clicking a link. After that he will be taken to allow and deny page. Now when the user allows the app, an message set by me should be tweeted by him automatically without letting the user know and the user should also follow any id that I put in the script.
It would be more good if I can see how many users have allowed app and some other stats through admin panel.
I will chose the bidder according to the turn around time, price and reputation on FREELANCER.

should be developed in PHP , with only CSS web 2.0 clean style(few colors cheme) . JQuery for javascript.
I prefer the php framework to be kohana!

Need a basic Web Application built
