Filter for converting binary file to pdf

I need help with converting binary file to PDF on server side.
1. binary will be uploaded to a folder
2. filter will grab it convert to PDF
3. and move it to different folder.
PDF file have to be exactly like the files attached
I have 3 example files and eXAD File Structure doc and I have eXAD5setup software attached
this is a custom software that makes binary file
Additional files submitted: (Files are only available for logged in users)
