Vehicle Gps tracker hardware and firmware

i need hardware( schemetic,gerber,firmware with source) of gps tracker. it must be reliable and tested . Following should exist in it?
a. GPRS , SMS based tracking...Standard protocols
b. Two way communication.
c. Tracker device based memory to hold data for about a month.
d. 3 Sim ( stand by to each)
e. 4 input, 4 output.
f. PIC 24/ higher or processor based to accomodate other firmware add ons. should also have space for camera integration.
g. Firmware upgradeable through Remote connection to server. Swap over firmware for easy upgradation.
h. DB 15, RJ 45,Eathernet ,USB connectors
g. High temperature operation.
h. BOM should not exceeed 50 dollar each piece ( in bulk). GSm module must be commonly available and efficient.
j. Few more common ...to be finalized after bid.

effered so that it easy for future to integrate other modules/ sensors, Target price is under 100 dollar ( less Modem). Compact and reliable. If you have experience only them bid else please do not start trials now/ R&D now on my project as it would be time consuming for you.
