Lighttpd Streaming on cPanel Access, installation/config

I need an assignment to be written. Its an assignment based on a system made on MS Access and VB. The length of the assignment is about 100-120 pages.

I have a box running CentOS 5 and I need someone to set up live streaming in flash (linear live TV). I need to be able to create playlists and have them streamed in loop 24/7 like online TV. This is not streaming on demand, it's online TV.

Need to use open source (free) solutions. Please write what you expect to make as solution and what prior experience you have with this.

already have it installed on my server. i just need a programmer with more knowledge about installing lighttphd to reinstall it fresh for me the first guy i had to do it from some other site mess it up. i have to be stoping and starting it every hour cause videos not streaming correct

working, we will switch the settings in WHM to replace the domain name with the live URL. We may need some troubleshooting at that point to make sure the site is working still.

We cannot provide information about how the site works, as we are not the designers. We can however relay questions and answers to/from the designer, but we're unsure how knowledgeable he is. Bidders who highlight positive reviews about similar work will have best chance.
