DNS, DHCP configuration for Win Server 2008

I purchased a domain name (somename.com) and would like to host my webpage on my own Server publicly. I have a Class-A ip address from where I purchased the domainname.
My server is connected to a router which is provided by ISP. The router has a local ip like 192.168.1.1.
I need to setup DNS, DHCP for this server. And I should be able to RDP this server, host a personal webpage.
I need someone to help me configure the server to be able to do all this. Budget $ 100.

Axigen Mail Server Setup for Windows Server 2008
Free Version of Axigen Mail Server. I have installed it my Windows Server 2008, however, I can not receive or send emails. Need someone with the setup experience to successfully setup it for me.
