i wanna make my own poker with real money business

i really serius want to build my own game online with real money like poker but using different type of card (like chinese domino card)and different rule but i promise you the rule is very simple.
i only need 3 type in 1 :
1.poker texas holdem ( i dont need another like omaha, H/L ,7 card etc..) same rule with other
2.domino card ( using domino card but another simple rule )
3.sport bet ( like forum room but they can bet with other user using deposit )
poker n domino more or less like zynga poker have lobby chatbox etc,must be simple,attractive,easy to use with high quality.but must with high protection from hacker,cheater,speciallyt for money transaction with real money like via paypal visa etc.
i need to know how much budget should i prepare till ready to use like software,server,maintenance ,security,etc
first my market target only for asia and then for global
