Integrated GSM, GPS, ODB2 module

This project is for the development of an embedded device that integrates the following; GSM, GPS and ODB2 scanner.
The following are the requirements.
1. Device will be used to track vehicles and relay their locations as well as information gathered by the ODB2 scanner.
2. Data will be sent back to a centralized location via a multitude of methods including but not limited to SMS, E-mail, FTP, HTML.
3. Gathered data will be stored until polled or until transmitted.
4. Device will have ability to be updated, reconfigured, reprogrammed remotely while in service.
5. Device will incorporate an ignition interruption method.
6. Device will incorporate an door lock/unlock method.
7. Device will be able to handle variations in power such as surges and dips.
8. Device will operate with vehicle turned off.
9. Device will have a backup battery.
10. Device will have the ability to add a display and input method for diagnostic and future feature/functionality.
11. All hardware/technologies used will be readily available via normal retail channels such as Digikey, Newark, Sparkfun, etc.
12. Final product/plan/code will be provided in a production-ready format and will be the sole property of our company.

Initial development has incorporated Telit GM862-GPS (http://www.telit.com/en/products/gsm-gprs.php?p_ac=show&p=7). We are not dead set on this device and are open to suggestions for a better platform.

GPS tracker hardware design
ut. The design works on 3v as most gsm/gps modules can work well in this range. The tracker must support 4 sim cards but only 1 gsm will be used at one time. Pls qoute me your rough designing fees

GPS, SMS microcontroller interface
This number should be able to changed at anytime using PASSCODE*DEREGISTER*NUMBER*NEWNUMBER where number is the current stored mobile number, and newnumber is the new master mobile number.
This should be coded in either mikroC or mikroBasic.
Pin layout for the pic is open at present, so that would be upto you, how you wish to connect the modules. inputs and interrupt trigger.

Hardware Design/PCB Layout & Validation
en prepare PCB design in 2 to 4 layers. The designer should be capable of validating the design based on the established norms or recommendation of the component manufacturers. The first job involves designing of PCB having SIMCOM Gsm Module Model 900A and GPS module based on the available schematic. We will prefer a designer who has understanding of the functioning of the gsm/gps modules and relevant care to be taken in such design.
