OpenGTS device communication server for Enfora devices

I need a device communication server for OpenGTS, which will be using the Enfora MT-Gi/Gu or MiniMT trackers. They need to use binary UDP packets so as to keep data usage to a minimum. The server needs to be able to send commands/control outputs via data to the tracker through OpenGTS as well as receive GPS data and tracker input status information. It does not have to be Java if you are proficient in another language and can show that it will be just as effective. It is expected that progress will be shown as it is completed.

I have opengts installed and working with my device. I want to add 2 more device from other manufacturers for which i want to create the device communication server and integrate the communication protocol so that these device work with opengts.
These devices have communication from TRACKER > SERVER and SERVER> TRACKER.

AVL Communication server
Webpage is to be done in either PHP or JSP. ORACLE database will be used.
Zoom in and out is a must. If possible if the device being view is moving, we are able to show the device with a tail behind the direction it is moving towards to show that it is a moving entity. If more can be provided, we would to have it.
We are currently working with ENFORA AVL unit we will provide you with the data input format for you to test out the system.
