PHP interface to spun articles to multiple wordpress blogs

This is slightly different from similar projects requested recently - so please read carefully
I am particularly interested in bids from LeaderTeam, as I know they have recently created a very similar script, and the buyer gave me great feedback of their work and the end product when I spoke to them.

I'd like to build a simple php interface to post spun articles via xmlrpc to multiple Wordpress blogs. The form would accept spinner syntax like {text1|text2|text3} and then be able to submit random variations from the form once submitted.
The form itself does not need to be a spinner application, I would paste in premade spinner syntax from article rewriting software I already have. There would be a static config file that can be edited that stores all of the blogs and login information that the submit page pulls in to post to.

I would like a simple submit page /interface with the following capabilities:
1. Enter title of blog entry as spun text

3. Enter tags as spun text
4. Select category: Categories would vary across the multiple blogs, the script needs to retrieve cats from each blog, but should only show each category name once, regardless of how many blogs have the same category.
5. Preview feature that will allow a preview of an example of a spun article variation including title, body, tags, and category selection.
6. Submit button that will automatically process, login, and submit spun variations to all blogs in config file
7. scheduling function would be a great addition, (tick box to turn on schedule for that article, with a slider to control the number of daily submissions)
I would be looking for someone who would be willing to carry out additional work on this script as and when my budget permits. I have plans to develop the script into something more substantial (this will be via freelancer, but I will email first and accept only the bid of script creator)
The programmer agrees to transfer all ownership of this application to me after completion and waives any right to profits if I decide to sell the script.
