stream Pansonic Ip cam to web page

We have a Panasonic HCM-BB581A PTZ camera that we would like to stream to a web page with a custom interface that at least doesn't scream "Panasonic". That is we would like to have the controls look at least a little different than the standard Panasonic controls and we'd like the colors to match those of our web site. We would like to have two user levels.
The first (lowest) level user would have have access to the pan, tilt, zoom, auto focus and preset functions and would be limited to a 1 minute viewing control period. No log in would be required. It would be nice, but not a requirement (depends on cost) if the user could see his time left and a user in queue (if any) could see how long he had to wait
The second, higher level user would have access to the same controls, but would require a username/password login and would be unrestricted as to the time he would have control of the camera. Also, we would like to have this user have a higher priority and be able to knock off the lower level user if there is one in control at the time this higher level user logs on. This, last item isn't a necessity if it is a big effort as we can log on as administrator and disable the lower level user.

I need the css updated so that the rollover state will show on rollover. The images are of the correct width so they should be pretty easy to add to the code.
