20 PR3+ Link Builiding for 1 website

I am a technical SEO specialist based in the UK and I am seeking help from a confident and experienced link builder to get 20 permanent and highly relevant one way links to a new website I've created.
Job Specs:
1. 20 PR3+ permanent, one-way, relevant back links needed for a single domain.
2. Specific keywords and corresponding page URLs will be provided.
3. 3 links required to go to the home page, 1 link going to 17 internal pages (20 in total)
4. A list of relevant category sites will be provided. (e.g. “Commercial Offices”), you are welcome to ask to have further site categories included and they will be considered.
5. Link building for UK domain / UK businesses only.
6. Should any black hat tactics be used, the contract will be terminated immediately.
7. The total of 20 links should be accumulated over 30 days (i.e. the acquisition of links should be done slowly)
8. Each time a link back to my site is agreed and set up, you should email me the following details:
a. URL of link page
b. IP of link page
c. Number of outbound links from linked page
d. Anchor Text used for the link
e. Target URL of the link placed on page
9. Only links that adhere to the guidelines below will be considered to be acceptable. If any links do not adhere to the guidelines, it will be your responsibility to get that link removed.
Bonus:
1. A bonus will be paid on any .gov.uk links you acquire with PR 1 or higher.
Guidelines for acceptable links:
1. No article or Directory Sites, No Comments on blogs and similar “low” value links (e.g. Links in iframes, or on pages with lower than PR3, link farms, forums, spam sites, web rings, gambling, or adult sites, or link directories etc). If you are unsure, please ask before submitting the link request.
2. Sites linking back should be at least 2 years old.

4. The links have to be highly relevant, and fit in the category list in the job spec.
5. Absolutely no black hat or grey hat tactics. I require white hat / organic techniques only.
6. Maximum 1 link per page, maximum 2 links per domain.

9. Links must be permanent and static (no random link revolvers)

16. No scraped content, mirror sites, orphaned link pages, link schemes and sites overrun with advertising (pop-up ads, intrusive advertising, etc.)
