Secure scalable file upload download using AWS Amazon S3 Urg

I need an experienced programmer with experience of large scaleable application design AND experience implementing Amazon Webservices expecially S3 using PHP.
Do not apply if you have less than 10 years experience of delivering software.

You will be required to deliver onto my webserver a system whereby a user can upload a file (of any size) and securely store it. This file must not be available to the public to find or view.
When an HTTP request is received, the file will need to be retrieved for download.
You must record the amount of data that has been downloaded so that a file can only be downloaded once.
Once downloaded the file needs to be removed from the temporary storage.
The person I will chose for the work will have a clever technical design whereby the storage capacity of the webserver and the S3 storage is being optimised and all URL's are being masked from the user.
Other functionality required will be:
Record amount of disk space used by a User
Delete User files from cloud
There will be some mySql database activity during each file transaction BUT most user related PHP object functionality will be supplied.
Using SWFUpload (Flash/Javascript visual upload) the file will be uploaded straight to the S3 storage whilst another process will store details in the Db.
If you do not have experience of SWFUpload but fulfill the rest of the project criteria, please apply.
All web pages will be pre-prepared for you and supplied as HTML & CSS.
Your job will be to focus on the file processing code and functionality ONLY.
I will require a brief Technical Design document from you that shows your intention for the build and that you understand all the key areas:

I am looking for someone who can setup a "client portal" using Amazon S3 through our website.

I would like a solution that uploads and downloads to Amazon S3 instead of the hosting company. This still needs to happen through the HTTP site, and the users functions need to stay in place.
