Create XML file from within Microsoft Access 2003

I need the VBA script that will export records from an ACCESS table to an XML file.
the simple "Application.ExportXML acExportTable...." will not work. The XML file needs to be in a very specific format. Included in the zip file are the XSD files along with a sample ACCESS 2003 database which has the table that needs to be exported.
Success will be based on whether or not the newly created XML file is accepted by the state website when uploaded.
This should be a very simple (hopefully quick) task for someone who knows XML.

the coding for me originally compiled the code so I can't make the small change myself, but will need someone who knows how to make XML do a bulk upload using data from MS-Access. I believe he used visual basic or visual studio to get this to work last time.

I have a super old Access 2003 application I would like to move the back-end to SQL server but still retain the "front-end" visual basic application part the "user" sees in its current form. The current file is in a MDE format and not very easy to make changes to.

Create an MS Access to XML system in Existing MS Access Proj
if you are able to create a simple mysql database, with simple software that can view that table and have some graphic interface + good search and will be able to synchronize our data with several websites - i would be glad to order such a work.

Each instance of the XML file must represent the entire inventory, which means that any rows with an "ItemNotes" value of "web". Preferably, this would be done by editing the XML file to add new rows, and remove rows of items that have been sold since the last trigger event.
