Need a win application that deals with all http requests

I need a windows application that does the following:
1) Catch any http request from ANY browser, and then send the whole response body and headers ( of the requested url ) to a script: http://www.xxx.com/handle.php?response={ the response headers and body as a text }
2) You will get a modified version of the response from the script and change it with the original one.
3) Add a switch ON / OFF for this whole thing.
So basically what i want to do , is to add custom html at the beginning of all the websites, so what you get from the script above is the new version of response that it should be routed instead of the original one.
P.S. App Icon will be provided. Also , Higher Reviews And Lower Bids would be considered more. Please include "I GOT THE PROJECT" to your bid so i can know that you've read everything.

Need a flash application that records webcam audio & video
design work on the page is needed at all, that will be supplied. The flash application will be placed into a .Net / html website but we will be hosting the flash application itself on a provider that has flash media servers. (You'll click a popup that will bring you to the flash application on another server.)
My hopeful timeline is to have this up and running within 3 weeks.
