Chemical: application based development / epoxy resin

I am looking for someone that understands application based development.
some one that can chemically engineer these following coatings.
the choosen canidate must have experiance in developing epoxy based products and polymer's.
The following is the general outline of the products application spec's;
2 parts to this application:
1. Is a barrier water proofing membrane; this is installed over existing roof,
Requirements of product:
*adhere to oil based, tar based,rubber based, petroleum based products, stove or gravel.
* 85% solids or better
*will be applied over existing rubber membrane with seams sealed with tar and or installed over flat roofs with
existing pee stone or gravel top layer.
*must have elasticity characteristics because a flat roof expands and contracts everyday with heat
The idea of this first application is to make an existing flat roof water proof with 1-4 coats of the new product.
with a average build of 3/4-1 inch with 4 coats after cure. must be able to fill in 1/2 inch gravel and pee stone.
Application:
Will be applied with an airless spraying equipment
Ideal chemical structure:
* a 2 part epoxy water born so it makes easy equipment clean up.
* light in color (light gray or white)
*90% solids or higher.
* pot life time of 6-8 hrs
*minimum working time of 4-6 hrs.
* dry to touch 10-12 hrs
*cure time; 24-72 hrs
**(although these are just ideal guide lines, as long as we have a working time of 4-5 hrs and it cures in 24-72 hrs it will still do what we need)
2. white in color topcoat to reflect the sun and heat.
Requirements of product:
*adhere to 1st application layer
*high gloss white
*high UV ray resistant
*very resistant to chemical
Application:
Will be applied with an airless spraying equipment
Ideal chemical structure:
* a 2 part epoxy water born so it makes easy equipment clean up.
*OR 2 part water born product
* high gloss white
*75% solids or higher.
* pot life time of 6-8 hrs
*minimum working time of 4-6 hrs.
* dry to touch 10-12 hrs
*cure time; 24-72 hrs
**(although these are just ideal guide lines, as long as we have a working time of 4-5 hrs and it cures in 24-72 hrs it will still do what we need)
