Crop images from USB device. XP/Vista/7

Hello guys,
I'm looking for a programmer that can do this for me WITHOUT ANY BUGS OR CRASHES.
I need a picture organizer, when I plug in any USB device in any Windows OS, the pictures and videos inside the camera or pen drive will be stored on the hard drive in a folder by date of USB plugging, if the next day say the same USB is placed with the same files, then just the new files are stored in the next day folder, this to prevent duplicate files.
IE: In my Photo Camera I have pictures I took all this week. I plug in into my laptop September 20th, a folder will be created with the name 20-09-10, all the pictures and videos will be downloaded there. Then I unplug my camera not deleting the pictures.
Next day (21th), I take some pictures and plug the camera again, a new dir 21-09-10 will be created, but just with the new files, not old ones.
That's it. The lower price with the higher reviews will be the winner.

The program has to startup with windows with no bugs, no crashes, there's no need of GUI (graphic user interface) since I'm the only one who will use that.
