Lead Generation membership site

Hi, I am looking to create a lead generation website that will have 2 paid member levels and 1 free member level (Ex. gold,silver,bronze). Members will be vendors that will be searchable by visitors in 3 ways, drop down lists, clickable Google maps, and general site search. Each member will have a profile or landing page. The members should be able to update their own profile page with restrictions based on member level. Member level will decide what can be displayed on both the search results and the profile pages. Members should have the ability to upload photos, video, and logo. Search results will be returned in order of gold members on top then silver, then bronze, and should be random within member level. Paid member accounts will be annual and once expired should drop down to the free member level if not renewed. The site should have the ability to track all clicks and leads. Free members will be required to have a link back to my site and there should be a cron job set up to check this on a nightly basis and notify the vendor weekly via e-mail if the link back is not found. Visitors can fill out a form for a quote request, for paid members their information will be sent directly to the vendor and me via e-mail, if a request for a quote is filled out for a free member the visitors information will be sent directly to me and the free member will receive an e-mail stating that I have a request for a quote that they can purchase. I would also like to have an e-mail newsletter sign up form for visitors. The Site should also be SEO optimized. I would like paid members to have the ability to create articles that will be posted on the site to create content. I would like the site to be set up and linked to my Facebook and Twitter accounts. I want to be able to have the ability to offer discounts on memberships with discount codes. I am not sure what something like this would cost and I have a small budget. I have a lot of ideas for this site and if I find the right person at the right price I will stick with you as the site grows, and I need to update it. I currently have a domain and a host with MySQL and PHP installed on a Linux server through Godaddy. Thanks for looking at my project details and I look forward to hearing from you.
