Create a 10 Page Website from a Template

I am seeking an individual freelance web designer (NOT a company) to create a website for a bookkepping company. I just need a normal static website and do not require any flash.
It is absolutely crucial that the web designer is a firm believer in the 'less is more' theory as I want the website to be clean and very clear and easy to read and navigate with large sized text. Here is a sample of the type of style that I prefer http://osc.template-help.com/wt_25125/index.html except without the flash and with a lot less text.
I would also like a bit of help with creating a logo for the company/website etc.
With regards to the content of the website, I nearly have it completed on a word doc and I will have it very clearly detailed and departmentalized ie- Home Page, Services, About Us, Contact Us, Links Page etc so this will make it much easier for the web designer to impliment. I run serveral websites on my server so I'm quite familiar with the whole process but I don't know any html or design stuff etc.
Finally I am also looking for the succeful bidder to provide support & maintanance on existing websites on a permanent basis at an agreed rate or priced by jobs, however communication is an absolute top priority and the individual must be available at all times and flexible with their time, responding to emails and requests promptly is any absolute must. All my payments will be made via PayPal and I am only inviting very competitevly priced proffessionals.

9. Admin can add edit buyers, sellers. Post offers for both, delete the entries, assign the project managers etc.
I am open to suggestions from you guys on how maintain a smaller site initially with this tight budget.
