Custom java code generator for a splash page

I am looking to create a java code generator in php that will create a script based on user input. The end product would be a full page site blocker that will pop up and show a fake video splash or image / descriptions and a register button that will take the user to the intended page. The blocker would also include a fake chat. The chat needs to be customizable with random time interval postings...
Everything must be editable from Admin panel … Things such as:
Logo
Descriptions
Chat conversations
Opacity
Font size + colors
Basically this would be a PRE Splash java blocker for CPALead.com (a advertising company) … I advertise for them and I want a custom pop up before their pop up shows up. Everything is explained somewhat in the PDFs found here:

Also before the java would load I would like a fake progress bar that is customizable … The video splash would have to have a play button, a track bar, pause... the works... but if any of them is clicked the PLEASE Register button would highlight (or pop up, I don't care)....
The fake chat bar text area must be writable but then SEND is clicked the register button will pop up....
This will make a lot more sense once you see the PDFs lol
So to recap... A user (me) goes into the php page to generate a custom java for his site...
User enters all info and clicks generate...
The code generates the java based on user input
Then the code can be pasted to any site
The generator does not have to be in PHP i am open to ideas thats why I posted this in C++

We are an online health and fitness start up that needs to create a splash page for our company. We need graphic designers to help us sketch up and create a design for our splash page and a website designer to help us lay it out. We as a team have not yet decided on all the details on the splash page so we need designers who will help us with some of the ideas we currently have and text, image ideas we want to include.
