Email server and bulk emailing service required

Need an email server setup for marketing our product.
I do not have the Email lists. I will get my lists from various sources,and I do not know if it is Whitelist,Greenlist,or Blacklist. i wanto to delete bad bouncing, fake and exopired addresses. I would like to test and clean the list,and maybe to send the emails from home, without routing through the carrier's smtp server.
If there is a recommended server solution that can handle multiple emails off site and cheap I like to hear about it.
I like to send Thousand per hour x 24 hour.
Most important for any danger of getting shut down by the isp,the host website,and the emails are going through.

e store lists on the email server and just pass a listId? But also be able to just pass a few recipients in a delimited string in the format - "Name" <emailAddress> - or something similar?

If the campaign is sucessful we will continue the campaign indefinetly and adjust volume based on results.
