Single Browser Compatibility Issue

Hi,
I run a website called www.jamtracksforguitar.com - it's a basic site intended as a beta while the site earns enough money to justify a pro rebuild. I have an issue with the header appearing to move between certain pages. The page appears exactly as I want it to in Firefox but not in Safari or Chrome. If you look at the 'Home' (index) page compared to the 'About' section for example. The header moves higher in the 'About' section.
The header should be the same as I duplicated it across pages. I have attempted to clear and re-define all the cell attributes but it made no difference. I have also tried setting padding and margins to '0' via CSS to no avail.
I'm looking for somebody to fix this one small issue.

Cross browser compatibility issue
applies perfectly in both Safari and Chrome, however, in Firefox/Opera/IE it doesn't.
This I am sure won't be a problem for someone with a good understanding of jQuery/HTML/CSS.

Wordpress Browser Compatibility Test
Several weeks ago we updated or classipress website (word-press classifieds)
from that day we not see any new ads coming,and i am little afraid this might be browser related issue in subcategory selector which show up afther few seconds only.
Before we had approximately 100 ads a week, now nothing except mine test-ads, i tested in IE9 and FireFox.

Browser Compatibility And Forums Spammers
Anyone interested to fix few issues on my site, details are as follows:
1. Browser Compatibility - the site is working good on lower version of the Browser, but when you use the higher version headers are dislocated.
2. Forum SPAMMERS - my forums has much Spammers who always register, although we implement a CAPTCHA but still receiving those unknown users.
