VPN connection between Asia and Europe dedicated server

I rent a dedicated server in Asia, every day I download with an
VPN connection some wmv video file's from Europe and
upload it to our server here in Asia
Now I want to be lazy, I want an VPN connection between our server in Asia
and an dedicated server in Europe so that my customers have their own VPN connection
through our website.(ofcourse my customers need to login)
Also I want videocaching, if the same video is requested multiple times
it should deliver a copy from our asia server, and not every time again from Europe
Please describe in detail how you want to acomplish that if you offer your services for this project

1. Create a couple of new accounts and configure ftp connectivity
2. Upload perl scripts to the cgi-bin
3. Install some commonly used perl modules such as lwp:useragent from cpan. We will supply the list of modules that need to be installed.
4. Set up cron jobs
5. A few other minor tasks.
We expect prompt support over phone and by email.
