PSD (maybe some mods) to XHTML/CSS - Make it cheap

Hello Freelancers,
I am in need of someone who can first make a small touchup (if necessary)and convert the psd into an xhtml/css validated site. I am on a low budget and I have had trouble with the designer (this being one of the reasons of the budget). Originally the designer was going to make the full site with all source files for $ 150. I have had problems with him, was not able to get a refund and now I am left with just a psd file. I don't have a serious deadline or anything so hopefully this will reduce the price.
The type of person I need for this is someone who can turn this into a site with minor jquery functions, I don't want a dodgy looking site and please tell me if you think you should fix the psd file. I don't actually have the file yet, I have some preview images, we negotiated that I would be paying for the psd file and when I get it I close the dispute against him. The type of JQuery skills required is minimal, I want to use the Accordion thing which can be created freely through the website and I want an image slider to be implemented (I can find a free one I just need a couple css edits in it).

I might consider having parts of the psd re-made by you if you can keep the price very reasonable. These ads are displayed in the applicable county and state if a State featured ad, or the main site homepage if a US featured ad. The will be a certain number of ads displayed on each page and they will need to cycle display if there are more than the default number.

Only one thing: I don't need the transfer money/withdraw money option in the users page. People will only be able to deposit money (paypal)

cally filled in by our database and then sent to auto print. Most of the work has been done but we still need some tweaking to help make it print all the forms for one client at once with just the info we have(right now it is running checks for info we don't have/need on them and have to be entered manually before form will print). Possible continuous work as we need forms changed /added every month and if work done correct and on time maybe other projects in future.

Please dont piss off the software company by attempting to install on your local server as its license is track every freaking second of every minute and if any domain other than the one thats licensed for it shows up they get pissed call your host and get all huffy and puffy with me as its tagged as being from me, so youll work on my server only...
should be a fairly simple job bid acordingly cheapest competent bidder will get the project clsing in 24hrs
